Intel hasn't included a CPU cooler with their K or KF SKU processors since the 4th Generation. Only the non-K processors come with a CPU cooler which isn't very good. 
If you want a cooler for the 13600KF, then look at a Thermalright Peerless Assassin or a Scythe Fuma 2.

Thank you for your question. The Intel® Core™ i5-13600KF Processor comes with Thermal Monitoring Technologies this protects the processor package and the system from thermal failure through several thermal management features. An on-die Digital Thermal Sensor (DTS) detects the core's temperature, and the thermal management features reduce package power consumption and thereby temperature when required in order to remain within normal operating limits. The T junction for this processor is 100°C, which means the processor's temperature is going to fluctuate below this depending on the workload and shut down on its own if it reaches 100°C.
