Is this whole lemon...or just the juice

If it doesn't state in the ingredients that it is made from the entire lemon then powdered lemon juice it's just that. I have to add that claims made by some producers of powdered Lemon juice make all kinds of claims I don't have anything to do with how much of the lemon is actually used. GRELIM, for example makes all kinds of claims about being 100% natural, vegan, gluten free but then has a questionable symbol that doesn't say non-GMO it just says GMO which could be interpreted as a line through it but when observed closely that is not the case. The ingredients on the GRELIM product are “100% Lemon powder.” However, above the ingredients information are all kinds of claims about benefits: vital electrolytes, vitamins and minerals and energy and immune system support. But there is nothing in the nutrition facts that would back that up. The nutrition facts doesn't even give the amount of vitamin C. Every category is followed by a big zero. Except for total carbohydrate which is one percent per tablespoon. Organic VEDA "Lemon juice powder" shows that 2/3 of a tablespoon contains 3% of the DV carbohydrates, 8% of the DV dietary fiber 2% of the DV of calcium 3% of the DV of iron and 44% of the DV of vitamin C. So this makes me wonder weather this particular Lemon juice powder contains your than just lemon juice. Possibly the pope and the rind. But the research on these products is sketchy and at times even contradictory. That's why I decided to use up my powdered Lemon juice products and stick with Santa Cruz organic lemon juice which has to be shaken up thoroughly because there is much more of the lemon in it than just the juice. I suggest you do your own research and come up with your own conclusions. That's what I had to do. You may come up with a different conclusion.

Why does the front say it has vitamin C and the nutrition label doesn't say it has vitamin C? So the front of the packaging is a lie?

Nutrition label doesn't say anything that conflicts with the fact that lemon products are very high in vitamin C.

Does this have Stevia or any other sweetener in it or is it just lemons?

It's a good question. It tastes sweetened to me, but lemons do have a fair amount of sugar, so I don't know.
